May I suggest Karl Taylor’s youtube for suggestions on use of both Polarizing and ND Filters while shooting seascapes? He ends up using a polarizing and covers it with an ND .9 (neutral density). This requires changing the stop by 5, 30 second exposure time, at f16 for an overcast sky.

So the light has to be small for hard light. the sun or small light then
Big light soft light like the sky.
